Do the research, Stock to Stock, cobalt ss/sc is 14+ 1/4 GTO is like low 13. So with a turbo, maybe? but with the turbo lag on the cobalt by the time it kicks in the GTO will have been pulling hard, and as the cobalt struggles to put out enough exaust the GTO will continue to pull, 270hp doesn't mean much when you consider the power curve of that little engine, the GTOs power curve is pretty consitant. Could it be a close race, Ya? will the GTO win 10 of 10 times, More than likely.
