Police Searches?

Here in the great state of utah we have a bunch of retarded cops. The other day i was headed through a green light when an officer nudged his way in front of me, i knew I hadnt done anything wrong so i yielded to him let him pass then followed him through the light on the left turn. As soon as we got through he threw on his lights and pulled me and three other cars over that were ahead of him because during construction you cant turn left at that light I suppose, even though i was following an officer that didnt have his lights on. Anyways when he came to talk to me he made me roll my windows up to look for tinting. Is that legal? They were down the whole time and I feel that he was just looking for stuff to ding me on. Does he have the right to have me roll the windows up without probable cause or is that the same as searching my car without permission? ps- my window tint was fine i wasnt ticketed or anything. well not for the tint. but i got a failure to obey traffic signal ticket for following the cop. how lame is that?
