edit: I checked into the t3/t4 turbos and found out why nobody uses them. They are pretty much cheap ebay turbos that would take way to much fabbing to get to bolt up, not to mention they are not as efficient as our plethora of bolt on turbos.

the 16g and 20g turbos are used on the solstice aftermarket turbo kits and put out a ton of power, and DO NOT need meth to put out impressive numbers. a 20g on a 2.4 ecotec can put out neer 400 horse at the flywheel without any problem. hahn has the cobalts putting out 440whp with them. so yes, they can put out a ton of power.
