Steel wool will scratch chrome. It will also leave minute metal particles that will promote further rusting. Bad News. I've had good results with DuPont's Rubbing compound (the red stuff) on rusty chrome, followed by their polishing compound (the white stuff), then a wax. You could also use Naval Jelly. That works fairly well. BTW: I used to use steel wool all the time until I got "educated"!!
