Paint peeling

I had my GTO back at the dealership after one month b/c the paint was peeling from the front bumper(The surface that can be seen under the airdam) And now I just notice as I was cleaning it that the paint is peeling from the top underside of the airdam I was wondering two things:
1. Has anyone else had this problem and,
2. Does this constitute as a "Lemon Law" claim if it goes back a third time.(After this one.) any help would be great b/c I've only had the car for 3 months.

Update: I got pissed off enough to complain to General Motors itself. They are going have the whole front bumper cover repainted and the best part is that they are also going to repair where the BB shot was. After I threated to demand a new car if I had to bring the car back 1 more time aparently if get alittle up close and personal with do nothing people they finally listen to you. So it looks like all is well, I just hope it doesn't peel somewhere else

The most likely reason the paint is peeling is because the dealer had it repaired due to shipping damage or just carelessness by one of their flunkies. Obviously the repair was sub standard. I haven't seen any bumpers peel that were virgin. I used to do work for an Infiniti dealer and I can tell you that many new cars weren't new when they were sold. However my paint work didnt peel.........!!!
