1966 Tri-Power Idle Circuit

Can anyone tell me exactly what is the idle circuit on the Tri-Power?
Would this cause an idling problem? What can I do to fix the problem?
HELP!

Garage
Center carb only - two screws down low on the front side. They'll have springs on them.
