'66 389 heads for California A.I.R. pump

Hello all!
I'd like to know if any '66 GTO head can be made an A.I.R. head just by unplugging the end caps, and how easy is that on a very old, long-time plugged head? Or if it's worth doing even? I have incorrect heads on it now, and it is the original AIR setup (no A/C) which dictates a timing change but obviously does little for emissions, per the CO warnings and no cat converter. I am sure running the AIR pump with plugs in the heads would kill it fast, and I kind of want to keep it stock. 389, Carter AFB w/4 spd. Any thoughts out there?

The end caps are basically a freeze plug, your machinist can quickly remove each plug, or you can do so, exposing the AIR galley.
