B body 389 in 64 Gto. Value of car

I am looking at a 64 that has what was originally a 290 hp 2 bbl 389 out of a b body car. Currently set up with Tri power. Owner claims it is a 66 motor. YU engine code. I have asked for phs, casting numbers (block, heads etc). It is currently a 4 speed, vert and in beautiful condition. ( painted resale red with white int). It has beed restored with new pans and some sheet. What would be a fair price for this car? It looks real sweet but I get the feeling it was restored from a poor condition car.

If it's been on the market for 5 months at $40k, it's overpriced for what it is. Good deals vanish rapidly. Pictures and the PHS will tell the story, but it's probably more like a 25k car in the real world.
