Fuel Pump Eccentric

Re-building a 68 pontiac gto 400 engine with my father n law. He was a former mechanic back in the day, but more of a Ford guy. This is his first exposure to pontiac engines to this scale, and he is showing me the ropes. We were putting on the fuel pump eccentric to the cam gear, which has the key way, and another hole. The notch clearly goes in the key way based on the fit, but my father n law was curious because he thought they typically just went in the hole (maybe fords only had 1 hole?, not sure). Anyways, I thought I would post this to see if anyone has any insight because he was just curious as to why there was the key way and another hole....
