PHS Paperwork Question

Does the manifest page of the PHS look different if the car was manufactured in Pontiac vs. KC?
I am looking at a 64 and the PHS looks much different from others I have seen.
For example, the option codes start with 30 vs 38. Most concerning is the 38 is blank (which would indicate this is not a GTO).
Also, there are letters where there should be numbers. ie section 44 has a C where it should have a number.

All other date codes, block codes, engine codes match.

Comments welcome.

Off topic, but PHS needs to get with the times and have an email option (fax machine or USPS, LOL).

Yes Kansas and Baltimore for 1964 did use different codes. These plant built Chevy as well and some of the Pontiac codes meant something else with Chevy so these plants used different codes. Trying to decode a PHS from those plants are hard. Option 382 missing though is going to be tough to sell as a GTO.

Thanks all. Confirmed with phs it is. Gto. Engine is 78xw which is only pontiac.

If the 64 was built in KC or Pontiac the data plate would list the GTO option with a 5N.

It has the 5n. I purchased the car. Has 68k documented miles. Having it shipped to Florida for some body repairs and fresh paint. Thanks for your help. All codes line up. Need a bit of interior work but it is clean. Good floors. Will send pics as work starts.
