How does one determine rim width with tires on the rim?
and what is the widest rims I can put on my 67 Goat without altering the wheel well?

With a rim caliper. Tire shops use them on their wheel balancer machines. Big plastic thing. Stock width is 6", I'm running 7" rally 2's on the '67 with no issues. I have run 8" rims and bigger out back without issue. The big factor here is OFF SET. Wheels with too much positive off set (deep dish when viewed from the sidewalk) will cause tire to fender issues. You have to do the math if you want to go "custom" or talk to a person who is already running the combo you want. I like 14 or 15 inch wheels with a lot of rubber on the sidewall, but that's what I grew up with and how these cars were on day 1 and day 2. Good luck.

The offset should be good on those I am running 245/60R15's with 3.5 offset and i could use a half inch inward like yours. I would say you don't want to go any wider than a 255 (10.04" width aspect ratio) tire as you will have less sidewall bulge with the lower profile tires. On the fronts my 245's are scary close to my front bottom fender edge when i cut the wheel full, am waiting to get the motor weight on the new springs to be sure i have clearance or i will go down to a 225 on the front. Heres a site that explains the tire nubbers and metric conversions.
