1966 Resto engine paint questions

I am restoring a '66 GTO convertible, 4 bbl, automatic. The car was partially taken apart and someone had started to paint and re-assemble. My question is were the pulleys painted engine blue? Was the starter painted blue also? What is the valley pan underneath the intake manifold supposed to look like? Painted or unfinished steel? Thanks!

if you use rattle cans get semi-gloss black or if you mix it is 60% gloss to 40% flat

Crank pulley/harmonic balancer is engine color. All other pulleys are semi gloss, as stated. DO NOT paint inside the groove area of the pulleys.
