2005 GTO high beams dont work

HELP !!!

My high beams dont work after I took the car out of storage this summer. I can push the lever in on the steering column and the blue high beam instrument light comes on so I know that the switch is good. I removed the relay and replaced it with a new one under the hood. Is there a relay for high beams under the dash?? Or is there something else that I am missing. When I turn on the high beams I can hear a click from the relay / fuse box under the hood. Not sure if this is normal?
