Question about rust on the headers.

I'm looking to buy a 2005 GTO with 8800 miles on it. THe engines looks clean except for some rust on the headers, where they connect to the engine, is this normal?

Unless the headers are stainless, yes. Every pair of headers or non stainless piping I have ever seen at the engine has surface rust on it.
