traction control

I was talking to a good friend of mine today that is involved with GM and a few racing schools. He was telling me that even when you turn the traction control off it is still 50% effective (something to do with liability). Supposedly there is a sequence of using the key switch and throttle pedal to de activate it completely. Some dyno guys may know about it. Anyone ever heard of this?

I've heard of some people removing the ABS fuse for dyno runs. I do not know if it makes a difference or not.
