Editing video clips

I rented "The Last Ride" and have saved and converted the GTO extras to file. I'd like to post some clips on my web site for people here to view, but I can't post all 200+ MB of video. I tried to load them into Windows Movie Maker to clip them. It works, but the first 10 secons or so the video does not move.

Can anyone recommend a freeware or shareware app that I can use to choose a minute or so from a .mpg or .vob file? If so, I will post vids of that GTO drift car. That looks like a lot of fun.
