I have a 1967 LeMans with drums all around and a brake booster. Discs are a future project. Trying to make them work for now..

I find the application of braking power to be very abrupt. I press slowly and then they apply very strongly with a fraction of an inch in pedal movement. I can't seem to get used to it. Can I engineer this out? Is there an adjustment? Are drums supposed to be power?

Any insight would be appreciated.

Yes they did have Power Drum brakes. Other then grabby quickly are there any other issues, Pulling to one side, Dragging, or such.
I would double check the adjustments and hardware as well as the shoes. Any contamination of the shoes with grease/oil can cause such conditions.
If all checks out then inspect the booster, Vacuum, Vac line and check valve.
