the 2 screws that hold the lense and bezel screw into the housing
if
this were a 70 the screw would snug up the lense and bezel to valance
and sitting like this in the picture it would be tough to hold assembly together
for the shot

69 and 70 housings and fillers are NOT interchangeable
69 housing has a stud with threads on the back so the LOOSE c bracket gets
a washer and nut to pinch it to the valance the fiberglass surrounds
are totally different also,, ONLY use nos 69 surrounds as the fit the original valance
best ....
70 the screws on the front lense holds the assembly together with the new WELDED in place
bracket ..... also many of the later 70 nos gm valances had the bracket welded in incorrectly
just my observations.............
