Driver side door unlocks first, then I have to hit the button again for the passenger side. Is this a fuse related issue or something else? Or is it completely normal?

It's a safety feature to keep a predator from lurking unseen on the other side of the car and then opening the pass side door and jumping in. So first click driver door only, and second click quickly after the first to open the others.

This can be programmed to either driver door then the pass or both at once.

"TWO STAGE UNLOCK
This option is used to enable or disable the two stage
door unlock function. Use the up or down arrows to select
Yes or No. The default selection is Yes. If Yes is selected,
the Two Stage Unlock function is activated. This means
that only the driver’s door will unlock on the first press of
the UNLOCK button on the key. If UNLOCK is pressed
and held a second time, or is held down for more than
half a second, all the doors will unlock. If No is selected,
all of the doors will unlock on the first press of the
UNLOCK button. See Remote Keyless Entry System
Operation on page 2-5 for more information."

To access that menu turn the key to on without starting. You have to wait through the boot up where it says "Pontiac" etc. After that you'll have about two seconds to push the up or down button that's located above and to the right of the ignition on the dash. That gets you into that menu and you push the "Mode" button until you come to the option of single or both door unlock. Use the up or down arrow to set the one you want and then press "Set" to exit the menu. .
