Are the lights on the plastic inserts used for turn signals?
or are there simply no front turn signals?

I'm assuming they are also running light and require a dual element bulb?

No, they are not a running light. Prior to 1970, the only lights on the front of the car that illuminated at night were the headlamps. That's it. It wasn't until later that running lamps and marker lamps became common. A lot of guys wire them up so that they come on when the headlamps are on. I personally like the "old school" look of just the headlights....soft and yellow, not blinding and blue. it's how they were, how I remember them, and how they "should" be, IMO.
