Had originally #16 Heads installed. But I’m doubtful the ROCKERS are set right. And would taking the valve covers off , help find TDC? Have to replace the valve covers bolts ,because he stripped them. Is there a torque setting for the ROCKERS lock nuts ?

If you can do a headliner you can get a motor running 👍https://butlerperformance.com/p-34888-pontiac-engine-torque-specs.html

What is your knowledge of this stuff so we don't throw stuff at you that you don't understand and in no means want to insult you. https://butlerperformance.com/p-37714-pontiac-engine-information.html

Depends if it has the stock style rocker studs or if they were replaced to make the valve train adjustable. Was this a project that your dad started and never finished? If so, does he remember details about the build or do you know which shop he used? No reason to remove the covers to find TDC if your damper is marked correctly. Remove spark plug #1 and turn the engine over by hand. You'll know you are c lose to TDC when air starts coming out of the hole where the plug goes.

Have you ever had it running and is it just cranking but not firing?? You need spark...at the right time and fuel so those things need to be verified. Maybe some pictures and videos of it cranking, they will help people here get a feel for what's going on and remember check and get one thing working at a time, don't jump all over the place. Yes pulling the valve covers off will help find TDC but a long straw in the # 1 cylinder spark plug hole will also help. Crank it with a breaker bar until the straw stops moving up and starts to go down but it has to be on the compression stroke not exhaust so the valves on that cylinder will be closed (rockers not moving springs not compressed) then you can look at the balancer and see if your mark on it is close to the indicator on the front cover. And like was mentioned if things get aggravating walk away don't beat her up with a wrench....you got this 👍

Nice, and I forgot my disclaimer of not being the smartest one on here which Amy will testify so there might be better advice from the experts....just a CYA for me in case something goes wrong 😉

Not to confuse you but number one can really be anywhere as long as the rotor is pointing to where the #1 plug wire is connected.

Put your timing mark on zero, then take out the #1 plug. its front right as you face the engine. If a straw or vacuum hose doesnt go down, then its top dead center. Then see where the brass on the rotor is pointing, you can put a reference somewhere on the motor with tape etc. You can start #1 there when you put the distributor cap on. Then go counter clockwise, 18436572. odd #'s on the right facing the motor, even on the left.

The distributor is set wrong to begin with. I was told top center. Then the rotor should be pointing at #1 intake. Or cylinder. nice diagram But it doesn’t show the rotor.

It should point to one but it doesn't have too. As long as you start your #1 where it's pointing. Otherwise you have to pull the distributor to move the rotor, that is a little more involved  you can do that at another time.
