When energized by either the engine temperature (above 225* or below 85*) or transmission switch (high gear for manual trans or Drive high gear for automatics), allows vacuum to be applied to the distributor advance.
Won't be of value unless you have all the other related parts to complete the system. I would not use it, nor install it. It was for emissions and essentially retards the timing. Get a Service Manual and check the system diagrams and see if you have all the needed pieces. It is not going to add value to the car.
