Yes you do need to move it. Remove 3 bolts and only loosen the 4 then swing the skid plate out of the way. From what I here it is best to have some type of protection for the oil pan there.

Removing the skid plate will reveal possibly the world's easiest car to change the oil on.
Oh, and I wouldn't leave it off - heaven forbid you get a decent rock kicked up or something, better to dent the skid plate than rip the oil filter off or bust the oil pan.
