The power steering box of my '67 is leaking badly at the torsion bar seal. Can the seal be replaced by simply removing the steering column, exposing the seal (there is what appears to be a clamp around the shaft in front of it, prying the seal out, and replacing it?

I tried looking for instructions in the factory service manual, but it seems to cover only replacement of the pitman arm seal.

There are great instructions on line if you poke around. What you want to do, yes, but the problem is it is very easy to cut the new seal up on the splines. There are tricks, like plastic sleeves, tape, etc. so you can get the seal in without tearing it up. I think you mean the input shaft seal. There are no torsion bars on your car except in the trunk!!!
